Where a plaintiff filed a complaint after the defendant sent the plaintiff a letter informing the plaintiff that its planned use of a site as a marijuana growing facility was not authorized, a judgment dismissing the complaint should be affirmed since the plaintiff withdrew its application for a Class C Grower license.
